Sub: Implementation of para 14.5(d & e) of the report of the One Man Committee headed by Shri E. Sreedharan,
Board vide order No. ERB-1/2014/23/46 dated 13.11.2014 had constituted a ‘One man Committee’ headed by Shri E. Sreedharan to suggest systems and procedures to ensure proper ‘Accountability and Transparency’ at the General Managers’ and other functionaries’ level for ensuring efficiency in commercial decisions including tendering.
Based on the recommendations of the above Committee, it has been decided with the approval of the competent authority (Hon’ble Minister of Railways), to implement the following with immediate effect:
a) In the case of the Divisional Railway Manager (DRM) differing with Associate Finance, the DRM may bring such cases to the notice of the General Manager (GM) bringing out the finance observations and the detailed remarks thereon. If the GM and the Financial Advisor & Chief Accounts Officer (FA&CAO) are unable to come to an agreement, the GM will have full powers to differ with FA&CAO and take the final decision by recording a reasoned order.
b) The relevant provisions of Indian Railway Code for Accounts Department, Part-I and Indian Railways Financial Code, Volume-I stand modified accordingly.
