Personality Development Training Class
A camp sponsored by the Central
Board of Workers Education, Indore and participated by 33 activists of WREU and
WRMS of Ratlam from 06.06.2005 to 27.06.2005 was inaugurated by Com. Govindlal
Sharma, General Secretary, HMS(M.P.). Trainees had the benefit to listen to a
number of experts on subjects, which help in personality development.
Participants were awarded mementos.
Two Honest Pointsmen
During shunting operation of train No.320 DN at Veraval on 16.05.2005, S/Shri Sattar Hussain and Devgar M., Pointsmen, found a golden necklace worth Rs.13,000 from GSCN No.35754, which they handed over to the A.S.M. on duty, which in turn was given to the COM-CCG for disposal. Com. L.R. Patel, Divisional Secretary, Bhavnagar, has brought this to the notice of the DRM, BVP suggesting that they may be awarded suitably for their honesty.
Youth Conference at Junagarh
A Divisional Youth Conference of BVP Division was held at Junagarh on 26.06.2005, chaired by Com. M.R. Zaveri, Treasurer of the division and inaugurated by Smt. Niruben, Dy. Mayor, Municipal Corporation, JND. Divisional Secretary, Comrades L.R. Patel, Smt. Niruben, J.R. Bhosale, C.S. Menon and Bhavnaben J. Rawal spoke on the occasion. Seven resolutions were passed unanimously.
Earlier a rally of youth activists, starting from ORH, reached the meeting place, passing through the main railway platform, carrying banners, beating drums, slowing trumpets and shouting slogans.
Youth Conference at Ratlam
On 16th July, 2005, Ratlam Division of WREU held a Youth Conference and Seminar on Financial Management in the present-day political scenario.
On arrival by the Golden Temple Mail, Coms. Umraomal Purohit, Jagdish Ajmera and J.R. Bhosale were accorded warm welcome. They, along with Com. Govindlal Sharma and other office bearers paid homage to the late Radhe Shyam Tiwari, former Divisional President on his 6th Death Anniversary.
Addressing a Press Conference, Com. Purohit expressed grave concern on growing unemployment in the country and criticised government’s policies. He then inaugurated the Youth Conference, along with Coms. Ajmera, J.R. Bhosale and Govindlal Sharma. The guest were felicitated by the Divisional Office Bearers, whereafter Com. Govindlal Sharma delivered his welcome address and a brief resume of the programme. Com. Bhosale explained in detail, economic condition of the Railways.
Local M.P. and Minister of State for Agriculture, Shri Kanti Lal Bhoorya was apologetic for arriving late. He, along with Com. Purohit released beautiful Souvenir published on the occasion. Shri Bhoorya appreciated round-the-clock working of the Railwaymen. The DRM, RTN, Shri Mahesh Kumar Jain threw light on the financial position of the Railways. Com. Purohit addressed the youth on the challenges faced in running the Railway as well as the union.
In the afternoon, all those
present on the occasion engaged themselves in planting trees in the Senior
Railway Institute.

Huge gathering of contract labourers
Contract workers(men and women) belonging to all departments arrived from all nooks and corners of Central Railway, carrying huge flags, banners and placards and assembled in the open space between platforms number 7 and 8 of CST on 5th July, 2005. They were greeted by the functionaries of Rail Theka Mazdoor Union(RTMU) and National Railway Mazdoor Union and given light breakfast. In a meeting chaired by Com. P.R. Menon, General Secretary National Railway Mazdoor Union, the administration was bitterly criticised for its callous attitude towards these workers. Com. Basudeb Acharya, Chairman Committee for Railways(Lok Sabha), the guest speaker, spoke in detail on the condition of casual labour in the Railways and congratulated both the unions for organising them. Thereafter, the entire gathering marched to the GM’s compound, shouting slogans. They dispersed after a speech by Com. Menon. A memorandum pertaining to their demands was submitted to the Chief Personnel Officer, Central Railway.
Demand for a railway station at Dativali village
Around one lakh people of villages situated around Diwa railway station have been demanding opening of a railway station near Dativali village between Diwa and Dombivili stations, the longest stretch on the Mumbai suburban section.
In 1995, Shri Satpal Singh Maharaj, the then Minister of State for Railways, had conceded the demand and thereafter the matter was also taken up by the NRMU with the General Manager, Central Railway and again a local organization in coordination with NRMU tried to put pressure on the administration but to no purpose.
On 5th July, 2005, Com. Basudeb Acharya, M.P. visited the village to acquaint himself with and study the demand of the villagers. People, in high spirits, greeted him and the leaders of NRMU who had accompanied him, and profusely garlanded them.
In a meeting, presided over by Com. Nakul Mhatre, a local leader, President NRMU, Com. Y.G. Joshi, General Secretary, Com. P.R. Menon and Adviser, Radhakrishnan, speaking on the occasion, assured full support of the union to the demand. A memorandum containing the demand was presented to Com. Acharya.
Amendment in pars 222 to 226 of the Mechanical Code led to agitation by the employees of the RCF Men’s Union. Under the banner of the Joint Action Committee, the union, along with other associations, agitated against it from 27th to 2nd July, 2005. However, on the initiating of the leaders of NRMU(NR) and AIRF, there was peaceful settlement to the satisfaction of the workers.
Com. Shiv Gopal Mishra, President, NRMU(NR) and AGS, AIRF, who visited Kapurthala on 4th July, 2005, congratulated the workers on their victory and called upon them to join the dharna and demonstration on 27th July, 2005.

5th Central Council Meeting
The 5th Central Council meeting of the union was held at Dhanbad on 28th and 29th June, 2005, wherein the issues and the demands of the Railwaymen, including setting up of the 6th Central Pay Commission, were discussed and organisational programmes for the next 3 months were chalked out to gear up the organisation at the grassroot level for ensuring greater movement of the Railwaymen as well as of the Central Government employees.
The meeting noted with deep concern, the attitude of the Central Government employees towards the 15-point Charter of Demands of the Railwaymen and the Central Government employees resolved unanimously to recommend to AIRF to decide on conducting the strike ballot for achieving these 15 reasonable demands of the Railwaymen and the Central Government employees.

Factory, Bangalore have submitted a memorandum to the Hon’ble Minister for
Railways, demanding setting up of the VI Pay Commission for wage revision and
grant of House Rent Allowance for Bangalore City @ 30%, instead of @ 15%, as
admissible to A1 class cities.

84TH Birth Anniversary of late Priya Gupta and felicitation of Com. Golap Barbora
The union observed 84th
Birth Anniversary of late Priya Gupta and felicitated Com. Golap Barbora, ex.
President of the union and ex. Chief Minister of Assam in an open session which
was inaugurated by Com. Indibor Konwar, President of the union and Chaired by
Com. K.L. Gupta, Working President of AIRF. The gathering was addressed by
S/Shri Golap Barbora, Surendra Mohan, ex. M.P., Tarun Ch. Gogoi, Chief Minister
of Assam, Kanaksen Deka, President, Asom Sahitya Sabha, Haidor Hussain, Editor,
Asomiya Pratidin, Amalendu Guha, an eminent intellectual and many others.
A colourful souvenir was
unveiled by Shri Tarun Ch. Gogoi.
To commemorate the above programme, CEC meeting was held on 20th July, 2005 with the unfurling of union flag at 10.00 a.m. by Com. K.L. Gupta in the presence of CEC members. The meeting adopted resolutions on early setting up of the VI CPC, granting of SDA, withdrawing the new pension scheme, expediting compassionate ground appointments, filling up of vacancies, industrial relations and many others.

Annual General Meeting
The 45th A.G.M. of the union was held at Chhapra(Bihar) from 26-29.07.2005. Inaugurating the Open Session on 26th July, Chief Guest, Com. J.P. Chaubey, General Secretary, AIRF, stated that the federation did not take any decision to go on strike since 1974 but it should not be considered as its weakness. Rather it is because of AIRF’s desire to cooperate in the economic development of the country. But the government is not willing to favourably considering the demands of its employees, including the demand of setting up of the VI CPC, which leaves with the government employees the only option to take strike ballot after warning the government through the “All India Protest Day” of 27th July, 2005. For this, it is necessary for us to make preparation at the grassroot level.
Thousands of Railway employees and union office bearers sat on dharna on platform number 1 of Chhapra on 27th July, 2005 and raised slogans voicing their demands. After the dharna, telegrams were sent to the Prime Minister, the Finance Minister and the Cabinet Secretary apprising them of the resentment of the employees. The speakers in the delegate session took a pledge to cooperate in making the strike a success.

Blood Donation Camp
A blood donation and blood grouping camp was organised by the NWREU and HMS at Ajmer under the leadership of Com. Mukesh Mathur, Divisional Secretary on 16th July, 2005 as a part of Birth Centenary Celebration of Com. Maniben Kara in cooperation with Bhagwan Mahaveer Charitable Cancer Hospital, Paipur.
Com. U.C. Tyagi who inaugurated the camp also donated blood. Shri Deen Bandhu Chaudhary, General Secretary of Citizens Council, Ajmer and Chief Editor of Dainik Navjyoti was in the chair and the D.R.M. Shri A.K. Gupta was the Chief Guest. Dr. B.C. Songra C.M.S., Dr. R.M. Batwara M.S. and a team of divisional officer was present.
109 employees donated blood and blood group of 256 was checked. The union’s action was highly appreciated by all. Dr. Himanshu Sharma, in-charge of the camp from Bhagwan Mahaveer Charitable Cancer Hospital, Jaipur, expressed his gratitude to the union.
Massive Dharma Programme
Responding to the call given by the Joint Council of Action of the Central Government employees, massive dharnas and rallies were organised all over the country consisting of the Central Government employees of all departments, including Railway employees on 27th July, 2005.
Speaking on the occasion at Lucknow, Com. J.P. Chaubey, General Secretary, AIRF, informed that the government had turned down demands of the Central Government employees, including the demand for setting up of the VI CPC. In case, the government did not respond to the call of the Central Government employees for one-day strike on 29th September, 2005, then the strike shall be certain, he said.
Similar dharnas/demonstrations were held on the other divisions of the Northern Railway and on all other Railways.
Mumbai and Maharashtra have seen the heaviest rains in a century during July, 2005. 800 people are feared dead and loss of property has been of the order of Rs.2,000 crore.

Zonal Conference of West Central Railway Employees’ Union(Youth Wing) was held at Bhopal on 7th August, 2005, which was inaugurated by the General Secretary, AIRF, Com. J.P. Chaubey.
Eastern Railwaymen's Union
As decided by the “National Convention” of Constituents Organisations of National Council(JCM), held on 17th February, 2005, Eastern Railwaymen’s Union is going to hold Convention of the Constituent Organisations of J.C.M. in Kolkata on 22.08.2005 in connection with the formation of Joint Council of Action. The Convention will be attended by Coms. J.P. Chaubey, General Secretary, AIRF, S.K. Vyas, Secretary General, Confederation of Central Government Employees and Workers and other eminent leaders.

Joint conference of Loco Running staff Industrial Council and Traffic Running Staff industrial council under the banner of N.F.Railway Mazdoor Union which held at Lumding on June 22nd, 2005 voiced for limiting the duty to 10 hours from signing on to Signing off.
A large number of Railway Loco Pilots and Guards from all the corners of
N.F.railway have joined the conference. In the morning at about 10.00 hrs a
colourful procession comprising of about 200 Pilots and Guards with full uniform
paraded at Lumding railway areas.
At about 11.00 hours delegate session was held with Shri Indibor Konwar,
President of N.F.Railway Mazdoor Union. The session was addressed by Shri Rakhal
Das Gupta General Secretary of the union and Asstt. General Secretary of All
India Railwaymen`s Federation, K.C.Roy Karmakar Joint General Secretary, Shri
Ashis Biswas Asstt. General Secretary, Shri Subhas Singh, Convenor of Lumding
Division.
Shri Das Gupta expressed his deep concern to mention that number of trains are being increased every year but large number posts of Loco Pilots are lying vacant. To keep the flow of the trains on, running staff are being compelled to work beyond their 10 hours duty limit. This is safety hazard also, he mentioned. Shri Das Gupta also stated that proper Periodical Rest are not being sanctioned to the running staff. Shri Das Gupta further stated that a committee on Running Allowance has been set up which already submitted its recommendation but the Govt. has not yet been issued any order on this.
The conference expressed its displeasure on lack of proper resting facilities at different Running Rooms in this railway and demanded more rooms with minimum occupant. It also criticized the railway administration for not granting of their legitimate leave and rest. The conference expressed its deep concern over recently issued orders of “removal from service’ to few Pilots. It strongly demanded for amendment of the order of “removal from service’ in case of normal signal over shooting case, that is, where no chance of any accident prevails.
The delegate session was also attended by Shri S.K.Suri, Chief Mechanical Engineer of N.F. Railway, Shri M.S.Sharma, Divisional Railway Manager, Shri R.S.Kochak Addl. Divisional Rly Manager Shri Rabindra Nath Kalita, Chief Area Manager of Guwahati and many others.
In the evening at about 5.30 hrs. an open session was held at the children park with shri Indibor Konwar in the chair. In presence of a large number of railway workers and the people of Lumding the meeting was addressed by shri Rakhal Das Gupta, Shri Biru Chatterjee, Shri K.C.Roy Karmakar, Shri Ashis Biswas, Shri Sudama Pd. Singh and shri Subhas Singh. The meeting discussed various problems of the railway workers and aware the govt. to full fill the demands of the railway workers like early setting up of sixth Central Pay Commission, sanction of Special Duty Allowance for all the group C & D Railway staff working in the N.E.Region etc.
Shri Das Gupta gave a clarion call to all the
railway workers in general and the running staff in particular to keep
themselves ready for a bigger movement to be launched shortly to press the govt
& to make strong the said long pending demands.
