In the above connection a meeting of the Federations with Board (MS and FC) has been fixed for 19.05.2015 at 15.00 hrs. in the Committee Room (Room No. 237). A list of issues to be discussed is enclosed.

Enclosure to Railway Board’s letter No. 2014/E(LR)II/1/4 dated 12.05.2015.
(1) Financial up-gradation under MACPS to the directly recruited Graduate Engineers – Considering entry Grade Pay as Rs. 4,600/- for the purpose of MACP to all the directly recruited Engineering Graduates in Design/Drawing Cadre and other Cadres,
(2) Third financial up-gradation under MACPS on completion of 20 years of service from the first promotion or 10 years after second promotion or 30 years after regular appointment – whichever is earlier?
(3) Grant of financial up-gradation under MACP Scheme in the promotional hierarchy- (instead of Grade Pay hierarchy)- as per judgment of various Courts.
(4) MACPs benefits to’ railway employees- cases of employees joining another unit/ organization on request.
(5) Provision of alL.b~nefits on financial upgrading under MACPS – including entitlements for travel & treatment in hospital etc.
(6) Non-grant of benefit of financial up-gradation under MACPS to the staff on North Western Railway.
(7) Grant of Financial Up- gradation under MACPS to the staff who are in the same Grade Pay for more than 20 years.
(8) Abolition of Pay Scale and Introduction of up-graded Pay Scale with revised designation – Senior Section Engineers (Drawing)- Clarification on entry Grade Pay.
(9) Non-grant of benefit under MACP Scheme to the Stock Verifiers working in Zonal Railway/Production Units.
(1 0) Grant of financial Up-gradation under MACP Scheme – Wrongful clarification issued by the Railway Board.
(11) Grant of Transport Allowance to the employees availing the facility of Workmen Trains .

I would like to attarct your kind attention regarding Agendum no. 4 .I want to mention that in case of DR we promotees remuneration far behind.In one cadre DR may not be operational but existing grade pay is operational(before our joining).In another cadre it is in operation in the same organization.It is humiliating and huge financial loss.
So therefore we want minimum or greater than DRs scale irespective of cadre,dept. And It should be in every ministry, autonomous body etc. thanking you.

I would like to draw the attention of all concerned competent authorities towards the agenda point No.3. If MACP is granted in the immediate next hierarchy, it will defeat the purpose of MACP scheme, which ensures stagnation of promotion will be resolved by granting MACP. It will serve the purpose if and only if MACP is granted in the promotional hierarchy of that particular cadre’s line of promotion. For example, LDC-UDC-Assistant must be granted MACP in their line of promotion i.e., after GP2400 it should to GP 4200 and not to GP2800 which GP is not present intheline of promotion of LDC UDC ASSISTANT
Sir, it is high time that federations should request rly board to
issue re clarification of board order no RBE8 OF 31-3-2013 for MACP clarification for rly employees joining another unit on reversionon the lines of DOPt’sletter of dated 04-10-2012 as the case is pending for more than two yeas.r
i put up 36 yrs as sm but GP fixed on 4800 where as after my appionment sm got GP 5400 (due to TRaffic app) in my case my joined 1984 on that day i got 5500 before 1984 as per seniorty still jounior make to pont out and get clear orders
The Direct Recruit graduate engineers coming under the Drawing/Design cadre are not given appropriate grade pay. Their entry grade pay should be treated as 4800/- at par with other engineering graduates working in all central and state governments departments. They should be given preference over the diploma candidates and promotee candidates.
Dear Sir, what about the pay band of Running staff.
Senior shunter pay band 4200
After promotion Loco Pilot Goods pay band 4200
After promotion Sr. Loco Pilot Goods pay band 4200
After promotion Loco Pilot passenger pay band 4200
After promotion Sr. Loco Pilot Pass. pay band 4200
After promotion Loco Pilot Mail pay band 4200
After promotion Sr. Loco Pilot Mail pay band 4200
That means the Loco Pilot category which is front line category will get the same pay band in whole service after given 8 times promotion also whereas in each post there is functional difference.
This is also fact only this category works against Nature resulting many type of illness due to insufficient Rest.
Decatogrise person ke liye 7th pay commission me higher grade ka perposal hona chahiye aur seniority clear hona chahiye

Station Masters in GP-4200, promoted to Train Controllers GP-4200 denied financial benefit of pay fixation (although carrying higher duty and responsibilities) and also denied financial benefit under MACP.
Sir, kindly take the matter seriously.
whether the meeting held on 19-05-2015. kindly let us update the outcome of MACP meeting.
I am recruited as apprentice in nov 2002 and dec 2003 work as engineer. I want to know from which year I count as regular service. Please comment on my problem
If the prescribed qualification & source of Recruitment/Selection for DRQ & LDCE are one & same except for age relaxation such induction through LDCE is to be treated on par with DR. But RB has not considered the case of Graduate clerks LDCE as agaist DRQ even though d prescribed conditions are same. If all induction through LDCE which involves promotion is treated as against Prmotee quota without any clearcut guidelines I am doubtful whether there is any LDCE which is left out to be treated as DR under cl.(i) of RBE 100/12
