काडर मर्जर संबंधी सरकार के निर्णय ने रेलवे यूनियनों को एकजुट होने के लिए मजबूर कर दिया है। अभी तक निजीकरण और निगमीकरण के प्रयासों पर हल्का-फुल्का विरोध जताती आई ये यूनियनें अब सरकार के विरुद्ध बड़े आंदोलन तथा चक्काजाम की रूपरेखा बनाने में जुट गई हैं। यूनियनों ने आंदोलन में आम जनता का भी सहयोग लेने का निर्णय लिया है।

एआइआरएफ ने निजीकरण और निगमीकरण के विरुद्ध सरकार को किया आगाह

रेलवे की सबसे बड़ी यूनियन ऑल इंडिया रेलवेमेंस फेडरेशन (एआइआरएफ) ने एक बयान जारी कर सुधारों के नाम पर रेलवे के निजीकरण और निगमीकरण के प्रयासों के विरुद्ध सरकार को आगाह किया है। एआइआरएफ के महासचिव शिवगोपाल मिश्रा ने कहा है कि भारतीय रेल 165 वर्षो से जनता की सेवा कर रही है। इस दौरान रेलवे ने कई चुनौतियों का सफलतापूर्वक सामना किया है। मौजूदा सरकार नित नए प्रयोगों के जरिये इस सुस्थापित ढांचे को तोड़ने में जुटी है। इससे रेलवे का कोई भला तो होगा नहीं, लेकिन वह गहरे संकट में जरूर फंस जाएगा। इस संकट का जल्द हल निकलना भी मुश्किल होगा।

विश्व के जिन देशों ने रेलवे का निजीकरण किया, उन्हें पुन: राष्ट्रीयकरण के लिए विवश होना पड़ा। ब्रिटेन ने वर्ष 1989 में रेलवे का निजीकरण किया, लेकिन अब वहां व्यवस्था को बरकरार रखने के लिए सरकार को पांच-छह गुना ज्यादा खर्च करना पड़ रहा है। अर्जेटीना को भी दुर्घटनाओं में बढ़ोतरी के बाद वर्ष 2015 में रेलवे का फिर से राष्ट्रीयकरण करना पड़ा। न्यूजीलैंड ने वर्ष 1980 में रेलवे का निजीकरण किया, लेकिन भारी घाटे के बाद वर्ष 2008 में पुन: राष्ट्रीयकरण को मजबूर होना पड़ा। यही स्थिति आस्ट्रेलिया में भी देखी गई, जहां ‘गिव अवर ट्रैक बैक’ आंदोलन के बाद सरकार ने रेलवे को फिर से अपने हाथों में लिया है।विश्व के जिन देशों ने रेलवे का निजीकरण किया उन्हें पुन राष्ट्रीयकरण के लिए विवश होना पड़ा। सरकार नित नए प्रयोगों के जरिये रेलवे ढांचे को तोड़ने में जुटी है।

सरकार के गलत फैसलों के दुष्परिणाम जनता को भुगतने पड़ते हैं

द्वितीय विश्वयुद्ध के बाद रूस, कनाडा, जर्मनी, आयरलैंड, इटली, स्पेन आदि ज्यादातर देशों ने रेलवे का राष्ट्रीयकरण किया। इन सभी देशों में ट्रेनों का संचालन सरकार के स्वामित्व में हो रहा है। फ्रांस में भी 51 फीसद रेल सेवाएं सरकार के अधीन संचालित हो रही हैं। ब्रिटेन, अर्जेटीना, न्यूजीलैंड और आस्ट्रेलिया की सरकार के गलत फैसलों के दुष्परिणाम जनता को अब तक भुगतने पड़ रहे हैं।

मोदी सरकार रेल कारखानों के निगमीकरण की मुहिम में जुटी

 ए.आई.आर.एफ ने पिछले दिनों सरकार की ओर से बुलाई गई विभागीय संयुक्त परामर्श परिषद की बैठक का बहिष्कार किया था। उनका कहना है कि स्टेशन विकास और ट्रेन संचालन में निजी कंपनियों को मौका देने का कोई बड़ा लाभ अब तक सामने नहीं आया है। इसके बावजूद सरकार रेल कारखानों के निगमीकरण की मुहिम में जुटी है।

50 फीसद तक रेल कर्मियों की छंटनी को लेकर यूनियनें आक्रोशित हैं

 पिछले दिनो ‘परिवर्तन संगोष्ठी’ में जिस तरह कर्मचारियों की संख्या को पहले 30 और फिर 50 फीसद तक घटाने, यूनियन नेताओं को अहम पदों से हटाने या सेवानिवृत्त करने तथा यात्री टिकटों पर रियायतों को खत्म करने के प्रस्ताव पारित किए गए, उनसे भी यूनियनों के कान खड़े हो गए हैं। प्रमुख यूनियनों से जुड़ी क्षेत्रीय यूनियनों तथा अन्य विभागीय यूनियनें भी आक्रोशित हैं।
