Based on a demand received from the recognized Federations that 30% of erstwhile Group’D’ staff in L1 (GP Rs.1800) who possess higher educational qualification be upgraded to L2 (GP 1900) as they are stagnating for more than 15 years in the same level, you are requested to furnish the following:
(i) Your views on the demand of the Federation;
(ii) Average time taken for promotion from L-1 to L-2 (excluding Trackman and Pointsman) along with reasons for delay in promotions.
