Sub: Amendment to Note (4) below Para 189 (i) of IREM, Vol. I.
South Central Railway sought clarification on the pass mark in selections to the post of Commercial Clerk cum Ticket Clerk against 33-1/3% quota. The matter has been examined and following clarification and amendment in IREM, Vol.I is being issued:
- Para 189 (i) Note (4) states that “All those who qualify on the basis of written Test and Record of Service, the qualifying percentage of marks being prescribed by the General Manager, should be included in the panel in the order of their seniority for Promotion against the yearly vacancies available for them in Group ‘C’ categories.”
- However, Para 189 (i) Note (4) (i) (a) introduced through ACS No. 286 states that *“The posts of Commercial-cum-Ticket Clerk (Pay Level-3 of the 7th CPC Pay Matrix) under the 33-1/3% quota shall be filled by the process of General Selection based on merit (not seniority).”* Thus the aforementioned Para 189 (i) Note (4) applies to the selections where empanelement is in the order of seniority whereas in terms of Para 189 (i) Note (4) (j) (a), empanelement to the post of Commercial Clerk cum Ticket Clerk is in the order of merit.
- Further, Para 219 (g) Note (ii) of IREM, Vol.I stipulates that *“Candidates must obtain a minimum of 60% marks in professional ability and 60% marks of the aggregate for being placed on the panel. In a few cases where both written and oral tests are held for adjudging the professional ability, the written test should not be of less than 35% marks and the candidates must secure 60% marks in written test for the purpose of being called in viva-voce test.”*
- With the approval of the competent authority, it has been decided to amend the existing Note (4) below Para 189 (i) of the IREM, Vol. I, thus aligning it with standard norms as follows:
*All those who qualify on the basis of written test and Record of Service, the qualifying percentage of marks will not be less than 60% marks in the professional ability and not less than 60% in the aggregate to be eligible to be empanelled in the panel in the order of their seniority for promotion against the yearly vacancies available for them in Group ‘C’ categories. For SC/ST employees, relaxation in qualifying marks will be applicable as per extant rules.*
- Accordingly, Advance Correction Slip No.290 is enclosed herewith.
- These instructions shall come into force from the date of issue. Past cases that have been finalized need not be reopened.
