Signing the Contract Agreement with assured off-take for electric and diesel locomotive projects with M/s Alstom & GE Company will definitely harm the interest of the CLW & DLW. The surprising fact is that, these companies have also been given a 13-year maintenance contract, ignoring the interest of the working railwaymen as well as by offloading maintenance services to private companies, which will definitely hamper the quality and safety of the produces.

Sub: Signing of Contract Agreement for Locomotive Factory Projects(Madhepura and Marhowra – Bihar)
A contract was signed on 30th November, 2015 with M/s Alstom and GE Companies for establishing Locomotive Manufacturing Units at Madhepura and Marhowra in Bihar.
AIRF principally does not agree with the above because Railway’s own Production Units – CLW and DLW are having full capacity to increase the productivity whenever required. Signing the Contract Agreement with assured off-take for electric and diesel locomotive projects with M/s Alstom & GE Company will definitely harm the interest of the CLW & DLW. The surprising fact is that, these companies have also been given a 13-year maintenance contract, ignoring the interest of the working railwaymen as well as by offloading maintenance services to private companies, which will definitely hamper the quality and safety of the produces.
We have already opposed the 13-year maintenance contract provided in the RFQ of “Trains-sets” and request that the maintenance contract should not be given to foreign companies, i.e. M/s Alstom & GE, and in case of “Trains-sets” also.
The above is in reference to our discussion held today with a hope that you will kindly intervene in this matter, as promised by you, and immediate dialogue would be held, and the condition of 13-year maintenance, provided to private companies, should be kept on hold.
