NO MUCH EXPECTATION FROM EMPOWERED COMMITTEE
We had two rounds of discussion with Empowered Committee. First when JCM staff side standing committee met with ECOS and the second when General Secretaries met with Empowered Committee of Secretaries under chairmanship of Cabinet Secretary.
Through Cabinet Secretary and empowered committee heard us very patiently, on each issue right from raising of minimum wage, multiplying factor, change in matrix, MACP formula in hierarchical scales/GP, no reduction in child care leave, and rates of HRA etc.
While, we have conveyed the ECOS about the importance of railways running 24×7 in all seasons and scarifies of railwaymen on duty the reaction was silence.
The issue of NPS was raised with all seriousness and we hope ECOS has taken serious note of it.
The decision of NJCA for deferring the strike to 11th July, 2016 has given the time for preparation and we hope that will be utilized for that purpose.
The Indian Railways is also facing a massive challenge in the form of restructuring as well as privatization and PPP model. The Government of India and Railway Ministry is pushing ahead the report of Bibek Deb Roy meant for restructuring of Indian Railways.
Anyway railways as well as railwaymen are passing through a very serious transition stage and we have to be in all preparedness to meet the challenges in future.
