Sub: Revision of pension of pre-2016 Pensioners/Family Pensioners in implementation of Government’s decision on the recommendations of the 7th CPC – Concordance tables
Ref: Board’s letter No.2016/F(E)III/1(1)/7 dated 11.07.2017(RBE No.66/2017) Railway Board vide RBE No.66/2017 have forwarded DoP&PW’s orders, along with tables, to Zonal Railways with regard to fixation of pension for pre-2016 Pensioners/Family Pensioners. Regrettably, while forwarding the same, Railway Board ignored the Running Staff, and no separate tables have been circulated.
In case of Running Staff, pension should be calculated, basing on Basic Pay + 55% Pay Element. The Board are, therefore, requested to communicate necessary instructions to all the Zonal Railways, duly providing tables, showing fixation of pension of pre-2016 pensioners who worked in running categories.
An early action in the matter shall be highly appreciated.

Sub: Recruitment/engagement of persons not fulfilling minimum educational qualification on compassionate ground – Replacement scale for -1S upon implementation of 7th CPC recommendations

The issue regarding replacement scale for -1S(post 6th CPC Pay Band) in case of implementation of 7th CPC for appointment of the candidates not possessing requisite minimum educational qualification is pending with the Pay Commission Directorate, Railway Board, for a pretty long time, resulting in undue hardship and financial losses to the lowest paid employees.
Board are, therefore, requested to communicate necessary orders on the subject matter to all the Zonal Railways and Production Units.
An early action in the matter shall be highly appreciated.

Kindly call for our earlier letter dated 27th April, 2017 on the above subject matter, a copy of which is also being enclosed for your kind perusal and ready reference. Though a period of about three months has already elapsed, we have not heard anything from the Board till date.

It is, therefore, reiterated that the matter may please be looked into on priority and necessary instructions may be communicated as already requested vide this office letter dated 27.04.2017.

Sub: Implementation of government’s decisions on the recommendations of the 7th CPC – Revision of pension of pre-2016 pensioners/family pensioners etc. – procedural actions for revision

Ref.: Ministry of Pers.,PG&P,DoP&PW(Govt. of India)’s O.M.No.4/23/2017- P&PW(D) dated 25.07.2017

Your kind attention is invited towards Ministry of Personnel, Public Grievances & Pension, Department of Pension & Pensioners Welfare(Govt. of India)’s Office Memorandum referred to above(photocopy enclosed), whereby it has been again clarified vide para 2 that, “responsibility has been cast on Head of Department and Pay and Accounts Office attached to the office from which the Government Servant had retired or was working last before his death to revise the pension/ family pension of pre-2016 pensioners/family pensioners with effect from 01.01.2016”.

It has been further laid down under para 3 of DoP&PW’s O.M. ibid to suo moto proceed to process the revision cases immediately to avoid delays in issuance of revised PPOs of pre-2016 retirees. As such, individuals are not required to make a formal application for revision of their pension/family pension.

It would, therefore, be quite appropriate that, all the railway administrations, including Production Units, should be advised to undertake this process on priority on a suo moto basis, and the status of the revised cases be furnished to the DoP&PW as envisaged under para 4 of their letter dated 25.07.2017.

This may kindly be treated as “Most Urgent”.
