AIRF would like to draw the attention of Railway Board towards para 8.17.97 of Chapter 8.17 of 7th CPC Report, Para regarding Over Time Allowance reads as under:-
“Hence, while this Commission shares the sentiments of its predecessors that government offices need to increase productivity and efficiency, and recommends that OTA should be abolished (except for operational staff and industrial employees who are governed by statutory provisions), at the same time it is also recommended that in case the government decides to continue with OTA for those categories of staff for which it is not a statutory requirement, then the rates of OTA for such staff should be increased by 50 percent from their current levels”.

The staff of Railways is governed by Statutory Act and is required to work beyond duty hours as and when required because services of Railways come under essential category. Hence payment of Over Time allowance to Railway employees is salutatory obligation. Therefore present rates of Over Time Allowance may be increased by 50% as recommended by 7th CPC.
AIRF therefore demands, Railway Board to consider the recommendations of 7th Pay Commission and issue necessary instructions so that Railway staff gets 50% increased Over Time Allowance w.e.f. 01.01.2016.
