Railway Board, vide above referred to letter of the Jt. Director, E(MPP), have issued Revised Yardsticks for TRD activities of the Electrical Department, Electric Loco Maintenance(TRS) in Loco Sheds), Crew Review – Freight Services, Coach Maintenance – Electrical: Maintenance and Escorting Staff for AC Coaches as well as Maintenance Staff for TL Coaches and Coach Maintenance – Mechanical.

In this connection, it is to be mentioned here that, technological upgradation in different fields of rail operation are definitely have bearing on the running of trains. However, it is quite unfortunate that, the yardsticks for aforementioned activities of the Indian Railways have been revised by the Railway Board one-sidedly without holding any discussion with the Organized Labour, who definitely represent the staff at the anvil, involved in the said activities. There should not be any difference of opinion in the fact that, whenever any policy decision, Railway Board have to take, which affects the service condition etc., of the field staff, detailed discussions should invariably be undertaken with the Staff Federations, so that, their viewpoint is also taken into account while finalizing any such decision.

AIRF, therefore, demands that, the above referred to Revised Yardsticks of the staff, should be kept in abeyance, and the same should be discussed with the Federation before taking any final decision in respect of implementation thereto. This would be in the larger interest of harmonious industrial relations prevailing over the Indian Railway for the last around five decades.

This may, therefore, be treated as “Most Urgent”.
