Sub: Earmarking of Seat/Berth for A.C. Escorting Staff – Reg.

The Indian Railways has started operation of 200 number of trains from 1st June, 2020 across the country. A limited number of trains are having A.C. Coaches also, for which Escorting Staff are booked to escort these trains for maintenance of A.C. Coaches. Regrettably, A.C. Escorting Staff are not being provided with any earmarked Seat/Berth(proper accommodation), as such they are compelled to occupy Coach Attendant’s Bench near the toilet.

Since Coach Attendant’s Bench is located near the toilet, there is extremely bad smell in and around this Bench and passengers also pass through frequently, causing high risk of COVID-19 infection.

It would, therefore, be quite appropriate that, A.C. Escorting Staff be provided with Earmarked Seat/Berth either in A.C. Coach or alternatively in Sleeper Coach adjacent to A.C. Coaches in the train, so that, they can attend A.C. Coaches in a hassle-free manner with low risk of COVID-19 infection.

As COVID-19 Pandemic is spreading exponentially during these days, an immediate action is required to be taken, as requested above, with an intimation to this Federation(AIRF).

An urgent action in the matter is solicited.

Dear Madam,

Sub: Sanction of Honorarium, for Financial Years 2013-14, 2014-15 and 2015-16, to Accounts Staff of Northern Railway

Ref.: FA&CAO/F&G Northern Railway’s letter No.2016/Admn./C/8/Hon./Railway Board dated 16.03.2020.

The issue of sanction of Honorarium, for Financial Years 2013-14, 2014-15 and 2015-16, to Accounts Staff of Northern Railway, has been referred to Railway Board by Northern Railway Administration, vide their letter referred to above, after due scrutiny and recommendation.

Since this issue is lingering for quite a long period of time, it is requested that, necessary sanction of the competent authority be communicated to Northern Railway, so that, the concerned staff can get outstanding payment at an early date.

An early action in the matter shall be highly appreciated.

Sub: Pay anomaly in the Supervisory Cadre of Accounts Department of the Indian Railways and pay disparity with other Supervisory Cadres of the Central Government Services

Your kind attention is invited towards our earlier letter of even number dated 2nd July, 2018, followed by reminder dated 23rd August, 2019(copy enclosed), wherein it was submitted that, Government of India accepted recommendations of the 7th CPC regarding upgradation of Organized Accounts Cadre on completion of four years service to Grade Pay of Rs.5400(PB-II), i.e. Pay Level 9 in the 7th CPC Pay Matrix(Para 11.12.140 of the 7th CPC).

It is pertinent to mention here that, Ministry of Finance(Department of Expenditure), in their communication, vide No.F.No.25-2/2017-IC/E.III(A) dated 18.06.2018, have recommended that, pay scales of the posts of AAO of the Indian Audit and Account Department, Indian Civil Account Organization and P&T Accounts, shall be upgraded under the pay structure of 7th CPC w.e.f. 01.01.2016 as per para 11.12.140 of the VII CPC recommendations.

It is worth-mentioning here that, Supervisory Staff of Accounts Department of the Railways are performing their duties in high pressure due to huge number of vacancies and digitalization of the work. They are also entrusted with responsibilities of presenting Railway Accounts on widely accepted accrual bases accounting in addition to presenting the Government Accounts as per requirements laid down in the Constitution of India.

It is quite unfortunate that, despite elapsing a pretty long time of around two years, nothing has been heard from the Railway Board in this regard and the matter is hanging fire in Rail Bhawan, resulting in serious discontentment brewing among the Supervisory Cadre of Accounts Department of the Railways owing to non-granting of the aforementioned benefit in Railway Accounts Department.

It is understood that, Ministry of Finance(Deptt. of Expenditure), Government of India, has also recommended to grant Non-Functional upgradation to Accounts Cadre of both remaining Defence and Railway Accounts Services from GP Rs.4800 to GP Rs.5400 on completion of four years service.

It would, therefore, be in all appropriateness that, Railway Board should take appropriate steps to accord justice and parity to the Supervisory Cadre of Accounts Department of Ministry of Railways, by extending benefit of GP Rs.5400, i.e. Pay Level 9 in Pay Matrix of VII CPC, on completion of four years of service in GP Rs.4800, on par with their counterparts in other Ministries/Departments.

Since the matter is already delayed inordinately, and there is serious resentment among the Accounts Cadre on this account, an early action in the matter is requested.

Sub: Grant of increment to Central Government Employees retiring on 30th June, i.e. one-day prior

to date of Annual Increment

As your goodself are aware that, there have been a number of litigations on the issue of grant of Annual Increment to those Central Government Employees; date of retirement of whom falls on 30th June.

It may also be appreciated that, this issue already stands referred to by the Staff Side(JCM) to your goodself vide letter No.NC/JCM/2018 dated February 9, 2019.

It has been further observed that, various judiciaries have delivered judgements in favour of the applicants to allow one Notional Increment in cases where date of retirement is 30th June for the purpose of computing all retirement benefits, including Pension etc.

Hon’ble Supreme Court of India has also dismissed the Review Pention No.1731/2019, filed by the Central Government, in SLP No.22008/2018(copy enclosed).

Since the SLP has been dismissed on merit, it would be quite appropriate that, an universal order be issued by the Central Government to grant one Notional Increment in case of those Central Government Employees who retire on 30th June, date of Annual Increment of whom falls on 1st July, i.e. next date of their retirement, so as to avoid unnecessary litigations on this issue.
