Sub: Serious discrepancies in availing Privilege/Post Retirement Complimentary Passes and PTOs
Ref.: Railway Board’s letter No.PC-VII/2020/HRMS/6(Pt.) dated 22.12.2020 and 16.11.2020

Railway Board vide their letter under reference above have launched New Modules in HRMS as under:-

(i) PF Loan and Advance Module
(ii) Settlement Module
(iii) Employee Self Service(ESS)
(iv) Post Retirement Complimentary Pass & Widow Pass Module

So far as issuance of Privilege/Post Retirement Complimentary Passes and PTOs is concerned, Railway Board vide their letter dated 16.11.2020 have made it mandatory that, all the Railway Passes and PTOs would be issued through e-office w.e.f. 01.01.2021, while relaxation in regard to issuance of Complimentary Pass Manually has been extended up to 31.03.2021.

AIRF has already pointed out that, a lot of difficulties are being faced by the Serving as well as Retired Railway Employees in obtaining Privilege/Post Retirement Complimentary Passes and PTOs on introduction of e-office. A number of complaints are pouring in this office in this connection, a few of which are listed below:-

(a) A substantial number of Retired Railway Employees are not only illiterate or semi-illiterate, but also they have settled in the Remote Areas, for whom applying for Post Retirement Complimentary Pass through e-office is next to impossible.

(b) On seeking reservation in trains, it is noticed that, only end to end reservation is being permitted despite endorsement of break-journeys on the Passes.

(c) In a large number of cases, the name of Divorced/Widow Mother is not being reflected.

(d) Reservation Booking Format is accepted only in 15 digit, and in case of a slight change in the spell of the name, reservation is being refused.

(e) While seeking reservation, an OTP is generated for onward and return journeys separately, which takes lot of time and creates chaos on the Reservation Counter on this account.

(f) Description of “Family” is not being uploaded regularly, because of which, difficulties are being faced in issuance of Family Passes.

(g) Since all the trains are running as “Special Trains”, accommodation is being provided in Lower Class than the entitlement of Serving and Retired Railway Employees, that too on a limited number of berths.

(h) In case of long distance e-PTOs, difficulty is being faced in calculation of 1/3 fare.

(i) A large-number of P.F. cases are piling up and the staff are not getting P.F. Advance.

In view of the above, it would be quite appropriate that, a Separate Meeting may be fixed on this issue to discuss the problems threadbare for quick corrective action thereon, till that time this practice should be kept in abeyance.
