Reference: AIRF’s letter no. AIRF/101(280) dated 16.01.2025.
Kindly refer to the letter cited. The matter has already been examined in the Health Directorate, Railway Board. The reply has also been furnished to the association vide Board’s letter no. 2023/W28/RELHS/Empanelled(CGHS) dated 28.05.2025. A copy of the same is enclosed for ready reference.

Subject: Provision of Cashless OPD Consultation and Investigation facilities for RELHS beneficiaries aged 70 years and above.
Reference: AIRF’s letter no. AIRF/101(185) dated 14.01.2025.
The matter was examined in Health Directorate, Railway Board. Replies to both items are as under:
Item No. 01: RELHS beneficiaries not receiving FMA should be entitled to OPD consultations along with prescribed medicines from empanelled hospitals.
- Comments: The Pilot Project for cashless OPD consultation and investigation for retired Railway employees was initiated following CGHS policy guidelines of MoH&FW.
In CGHS policy, it is clearly mentioned that medicines prescribed by doctors are to be procured from CGHS Wellness Centres.
Accordingly, RELHS beneficiaries were required to collect medicines from Railway Hospitals and Health Units under this Pilot Project.
Item No. 02: RELHS beneficiaries receiving FMA should be allowed OPD consultations in empanelled hospitals but without provision of medicines, in line with the existing practice in Railway Hospitals.
- Comments: RELHS beneficiaries having UMID card with FMA are not entitled to medical facilities from Railway Hospitals/Health Units.
For availing facilities from private hospitals, they are being provided FMA.
Hence, RELHS beneficiaries with UMID card and FMA were not covered under this Pilot Project.
