Sub: Report on the observance of “All India Demands Day” on 13.10.2015.
As resolved by All India Railwaymens Federation (AIRF) in its 91st Annual Convention held at
Jodhpur from 3rd to 5th October, 2015, to observe 13th October, 2015 as “All India Demands Day”, the
SWRMU has held Demonstration/Dharna in front of GM Office, New Zonal HQ Office, DRM Offices at
Hubballi, Bengaluru & Mysuru, CWM Offices at Hubballi & Mysuru and various depots/units of South
Western Railway, to focus and pressurize the Govt.of India/Ministry of Railways for considering the
following pending legitimate demands:
(1) Publish the report of the VII CPC without any further delay.
(2) Remove ceiling of Rs.3500 p.m. and pay enhanced PLB to the Railwaymen.
(3) Include All Rly employees in pension &family pension schemes irrespective of their date of appt.
(4) Scrap proposal of inducting FDI/PPP in the Railways.
(5) Scrap report of the High Level Railway Restructuring Committee, constituted under the
chairmanship of Dr. Bibek Deb Roy.
(6) Resolve all the outstanding demands of the Railwaymen.
Also, the railwaymen urged the Zonal Administration to consider the following Local Demands:
a) The payment of PL Bonus to be made in ‘cash’
b) CG appointments have been delayed – immediate attention is required.
c) Maintenance of Rly.Colonies & Roads as assured to the Union has not taken place.
d) Implementation of agreements reached in PNM is very poor.
e) Relieving staff from SBC C&W to MYSS – PNM agreement is not implemented. Similarly Electrical also.
f) Act Apprentices not appointed as Substitutes as per Board’s instructions. There are 4500 vacancies
available in our Rly. There are so many creation of posts pending in Hdqrs apart from the vacancies.
g) There are about 18 Artisans request transfers pending from UBLS who are not relieved even though
approval has been received in January 2015.
h) Approval for extending referral hospital of Bharat Cancer hospital Mysuru is not yet sent
All over the South Western Railway, the railwaymen participated in the demonstrations/dharnas held at Unit
levels (Depots/Stations) in large number under the banner of SWRMU, organized by all the Branches on
SWRly., and vigorously protested over the undue delay being caused by the Government in settling the long pending demands.
At Hubli, railwaymen of SWR in large number participated in the demonstrations held in front of DRM’s
Office & CWM’s Office and other units including New Zonal Office, and thereafter marched & assembled in
front of GM’s Office and staged demonstration/dharna, urging the government to resolve the long pending
Comrade Dr.A.M.D’Cruz, General Secretary addressed the rally in front of GM’s Office and urged the
Government of India/Ministry of Railways to fulfill their legitimate demands without further loss of time. All
Central, Divisional and Branch Office Bearers were present.
Memorandum was submitted to the DRMs by the respective Divisional Secretaries of the Divisions after
holding the dharna/demonstration.
A delegation lead by Com. Dr.A.M.D’Cruz, GS/SWRMU submitted Memorandum to the GM/SWR at
Hubli and requested to forward the same to Ministry of Railways/Railway Board for further necessary action.
