The scheme of filling-up of higher grade non-gazetted posts, classified as both “Selection and Non-Selection” on the basis of benchmarking that was introduced by the Railway Board as a Pilot Project, has been working well and has facilitated smooth and hassle-free promotions of the non-gazetted staff, thereby proving its worth. By virtue of this scheme of promotion, delay on the name of selection has almost been weeded out.
This federation has been, therefore, of the considered opinion that, this scheme should be kept opened for ever rather than extending its currency from time to time in installments, as any delay in extension of its currency creates unnecessary hurdles in timely promotions.
I, therefore, once again request you to kindly personally look into the matter and instructions to keep this scheme opened for ever be issued to all the Zonal Railway and Production Unit Administrations at the earliest possible as its currency has since expired on 31.12.2015.
I would request an early action in the matter
