As you are aware that, transfer on request of Non-Gazetted Staff is a matter of concern for the Organized Labour.

You may appreciate that, after exerting a lot; one is issued No Objection Certificate by the Relieving Office as well as Accepting Office in case of Inter-Railway/Inter-Divisional Transfers on request. There are several instances where Relieving Office does not relieve the staff concerned, even after receiving NOC from the Accepting Unit/ Division/Railway, for quite pretty long time, despite Relieving Officer had already issued NOC in his/her favour.

It is a matter of further concern that, complaints are pouring in this office from various corners of the Indian Railways, that, in cases where staff is relieved late by the Relieving Office, the Unit/Division/Railway are refusing to accept them, although NOC was duly issued by the concerned officials in this regard. It is quite unfortunate that, in place of providing some relief, Railway Board, vide above cited letter, have issued instructions that the NOC issued by the Receiving Railway would be valid for a period of six months only, and in case Relieving Unit/Division/Railway does not relieve, the concerned staff, seeking transfer on request, would be required to get NOC re-validated from the Accepting Unit/Division/Railway. This would further place such staff in undue hardship owing to the fact that, it is not very easy to get NOC from the Relieving/Receiving Unit/ Division/Railway.

I would, therefore, request you to personally look into the matter, and the NOC once issued should be treated as valid without any time limit, and the officers not relieving the staff in time to join the Receiving Unit/Division/Railway should be held accountable for the same.

I would request an early action in the matter, so as to provide some relief in such cases of hardship.
