Sub: Speed Test for the post of Jr. Clerk/Sr. Clerk – Reg.

Staff recruited to the post of Junior Clerk/Senior Clerk against Departmental Quota,  Sports Quota/ Compassionate Ground Quota etc., are being subjected to Typing Test at the speed of 30 w.p.m. in English or 25 w.p.m. in Hindi in terms of Railway Board’s orders issued during 1997.

As can be appreciated, time has changed and computerization has come such a long way that, holding of Speed Test is not very relevant today. Under computerization, each department has its own Information Management System, viz., MMIS, IPAS, HMIS, PMS, where Clerk is expected to operate within the parameters of respective modules, which generally do not require Typing Skill of 30/25 w.p.m. However, even today Typing Tests are being conducted and staff are being failed, resulting in, they are losing job or having to revert back to Gr. D in case of Departmental Promotees.

Also, holding Typing Test is of no consequence in these days, given the fact that, all Recruitment Tests are being conducted online, which, in effect, mean that the candidate is proficient in using computers.

Board are, therefore, requested to either do away with Typing Test or decentralize Typing Test so as to enable the respective Department/s to test proficiency of the candidate to work in the module pertaining to their own Department. An early action in the matter shall be highly appreciated.
