Sub: Allotment of Higher Pay Scales to Railway Accounts Staff

Ref.: Railway Board’s letter No.PC-V/364 dated 07.03.2003 (RBE No.48/2003)

Railway Board vide letter dated 07/03/2003 referred above notified revised pay scales for Accounts Staff w.e.f. 01.01.1996 on national basis and actual payment prospectively from the date of approval of cabinet i.e. 19.02.2003.

Aggrieved with the above AIRSA and some employees filed unit petitions which were allowed and review petition filed by Railways was dismissed by Hon’ble Supreme Court. Pursuant to that Railway Board issued instructions vide letter no. PC-V/2014/CC/60/SER dated 13.01.2022 allowing payment of arrears to Account Staff w.e.f.01.01.1996 instead of 19.02.2003 to the applicants only.

Federation is of the opinion that once the principle has been settled by Apex Court for payment of arrears w.e.f. 01.01.1996 then the same should be applicable on all Accounts Staff irrespective of the fact whether they are applicant or not.

The issue involved is payment of arrears w.e.f. 01.01.1996 which is a policy decision and it cannot be implemented for applicants only. To avoid multiple litigations on the issue already settled by court is unwarranted.

AIRF request that instructions be issued for payment of arrears to all Account Staff w.e.f. 01.01.1996 at par with applicants without any discrimination.
