As already explained, a large-number of Substitutes were engaged in RCF Kapurthala in Non-Incentive Areas. As per Para 179(XIV)(Sub Section III) of the IREM Volume I, erstwhile group ‘D’ staff of Non-Incentive Area are to be absorbed in GIS Incentive Covered Shps whenever vacancy arises.

It is amply clear that, there is no upper age bar for their induction to come over to GIS Covered Shops of the same Workshop/PU, but they are required to accept bottom seniority as stipulated in the aforementioned para of the IREM.

It is not understood, as to why RCF/KXH Administration is misinterpreting this provision and treating such staff under Para 179(XV)(Sub Section III) of the IRME Volume I, which, in fact, is meant for lateral induction of regular Gangmen(Trackmen) etc. from Open line to Workshop/Production Unit and not applicable in the instant case.

This issue unfortunately stands referred to Railway Board vide PCPO/KXH’s letter No.2005/RCF/P/POLICY/CH. CATE/39 dated 08.12.2018, and further vide letter dated 04.11.2019, seeking clarification in this regard, and to grant one-time exemption to raise upper age limit up to 55 years in case of above-mentioned staff of RCF Kapurthala.

It is a matter of serious concern that, instead of communicating one-time exemption to relax upper age limit in this specific case, the already existing upper age limit of 45 years which is applicable in case of staff of other open line departments for lateral induction to Workshops/Production Units.

Since this is a specific case of transfer from Non-Incentive Area to GIS Covered Section within the same Production Unit, necessary clarification be communicated to deal this matter in terms of Para 179(XIV)(Sub Section III) and not as per Para 179(XV)(Sub Section III) of the IREM Volume I.

An early action in the matter is solicited as this issue is lingering for quite some time.
