Sub: Secretarial Assistance under PREM Scheme to the Recognised Federations/Unions

This issue was discussed threadbare in a separate meeting, held by the PED(IR), Railway Board, with AIRF, on 06.03.2025, whereupon it was recorded in the minutes under AIRF’s PNM Item No. 06/2021, as appended below:—

“The matter will be processed in consultation with the Finance for enhancement of the existing rates”.

It is a matter of serious concern that, despite clear-cut assurance, given in the aforementioned separate meeting held with AIRF, to process the case for forward revision of the Honorarium under PREM Scheme, there is no positive outcome as yet despite lapse of more than 09 months’ time.

AIRF, therefore, strongly urges that the issue may be dealt with on priority and upward revision of the Honorarium under PREM Scheme be done in commensurate with the present market inflation, so that, Recognised Federations as well as Unions are able to utilise services of the Private Stenographer etc. for their smooth functioning as present rates of the Honorarium are too meagre and absolutely insufficient to engage Stenographers from the market because of higher living cost and skyrocketing prices. It would not be out of context to mention here that; Minimum Wage stands revised in compliance of recommendations of the 7th CPC w.e.f. 01.01.2016, which is Rs. 18,000/- p.m. + Dearness Allowance thereon.

An urgent action in the matter is solicited.
