Dear Sir,
The All India Railwaymen’s Federation (AIRF) once again wishes to draw your kind attention to the serious technical anomaly persisting in the HRMS Mutual Transfer Module, which continues to adversely affect railway employees seeking Inter-Railway, Inter-Divisional and Mutual Transfers. Despite AIRF’s earlier communications cited under reference (2) above, the issue still remains unresolved, and the Federation continues to receive a large number of representations from employees and affiliated unions across various Zonal Railways regarding the rejection of otherwise eligible mutual transfer applications.
It has been reported that prior to the system update introduced on 16.05.2026, the HRMS Mutual Transfer Module was functioning smoothly and in full conformity with the Railway Board’s policy guidelines contained in RBE No. 08/2019. However, following the migration to the revised module under “UDIT Inter Railway Mutual Transfer (IRMT)”, the system has started insisting upon identical Cadre IDs for both applicants and is automatically rejecting applications with the message:
“Applied IDs are different. Mutual transfer only made within same designation/Cadre only.”
It is pertinent to mention that, in actual practice, Cadre IDs frequently vary across Divisions, Workshops, Production Units and Zonal Railways, notwithstanding the fact that employees hold the same designation, belong to the same department and are working in the same pay level. As a result, numerous employees who fully satisfy all the eligibility conditions prescribed under RBE No. 08/2019 are unable even to submit or process their mutual transfer applications. Since the option of submission of applications has already been discontinued, the affected employees are left with no alternative mechanism, causing considerable hardship and depriving them of their legitimate opportunity to seek mutual transfers for addressing genuine family, medical and social obligations.
The present validation logic incorporated in the HRMS Module is neither consistent with the spirit and objectives of the Mutual Transfer Policy nor in conformity with the substantive eligibility criteria prescribed by the Railway Board. While AIRF fully appreciates and supports the ongoing digital transformation and modernization initiatives in Indian Railways, technological interventions should facilitate the implementation of policy decisions and enhance employee welfare rather than create unintended impediments arising out of backend data inconsistencies.
It is a matter of serious concern that a considerable period has already elapsed, yet the issue remains unresolved. Consequently, the Federation continues to receive numerous representations from the staff side, reflecting the widespread hardship and dissatisfaction prevailing among the affected employees. The prolonged pendency of this matter is causing avoidable inconvenience and calls for immediate corrective intervention by the Railway Administration.
AIRF, therefore, once again earnestly requests that the matter may kindly be examined on Top Priority in consultation with CRIS and the concerned Directorates of the Railway Board. Necessary modifications may be carried out in the HRMS Mutual Transfer Module to ensure strict compliance with the provisions of RBE No. 08/2019 by validating applications on the basis of designation, department, substantive post and pay level, appropriately mapping equivalent Cadre IDs across Railways, Divisions, Production Units and Workshops, and eliminating the existing technical bottleneck that is preventing eligible employees from availing the benefit of the Mutual Transfer Scheme.
AIRF sincerely hopes that the matter will receive your personal attention and that necessary instructions will be issued at the earliest for rectification of the system so that the genuine grievances of the affected railway employees are redressed without any further delay.
