Manning of coaches by the Ticket Checking Staff over the Indian Railways

Sub: Manning of coaches by the Ticket Checking Staff over the Indian Railways

Ref.: AIRF’s PNM Item No.28/2014

Railway Board vide letter No.97/TG-V/13/3 dated 14.03.2014 unilaterally changed the existing norms of manning of coaches by the Ticket Checking Staff, which was vehemently opposed by the Ticket Checking Staff as well as by the Organized Labour.

Subsequently, the issue was also raised by the AIRF with the Member Traffic, Railway Board, and a joint meeting was held on 15.09.2014, wherein following decision was arrived:-

“These orders will be applicable only for end-to-end trains where no passenger boards the train in between. In the trains leaving after 21:00 hrs, the Ticket Checking Staff will man only three coaches.”

 In the said meeting, the Member Traffic also agreed to review Board’s orders on the subject matter after going through the details as well as references made by the Federations.

Unfortunately, in spite of clear agreement, nothing has been done by the Railway Board in this regard.

After continuous persuasions by the AIRF, another meeting was held with the Railway Board(EDPM) on 08.05.2015, wherein following decision was arrived:-

“It was agreed to withdraw the instructions issued on 14.03.2014 after the Summer Rush is over, i.e. w.e.f. 30th June, 2015.”

In the meeting, it was decided that looking summer rush, orders for manning three coaches will be issued and implemented w.e.f. 01.07.2015.

On our persuasions with the Railway Board, it has been given to understand that in spite of issuing orders to this effect, the file has been sent to Financial Commissioner(Railways), Railway Board and will require Full Board approval.

It is sheer violation to our agreement, and if agreed decision is not implemented immediately, it will result in serious agitations all over the Indian Railways not only by the Ticket Checking Staff, but others too.

AIRF believes in maintaining industrial peace, but such action of the Railway Board will definitely force us to raise voice against those who even after the agreement do not implement it.

You are, therefore, requested to kindly intervene in the matter immediately and the issue be resolved at an earliest before we take a decision to start agitations.
