Struggle seems imminent

Dear Comrades,

After 30th June and July 6th negotiations with the Group of Ministers and Hon’ble Home Minister, we had thought that the issues raised by Staff Side will be resolved in amicable manner, but unfortunately issues are badly delayed.

Shiva Gopal MishraDue to pressure of the Central Government Employees in general and railwaymen in particular, the Cabinet met on 29th June, 2016 approved the 7th Central Pay Commission recommendations with formation of Three Committees, one for Allowances, other for New Pension System and as usual, the third one for Anomalies. The Committee’s functioning had been very slow.

The most one important committee, desired by Staff Side for improvement in Minimum Wage and Fitment Formula after lapse of two months was created under the Chairmanship of Addl. Secretary Finance (Expenditure) without any Terms and Reference.

We had raised a Question mark on the functioning of the JCM Machinery, which has became defunct, a Standing Committee of the JCM was called on 25th October, 2016 , and the Staff Side demanded unanimously that, National Council and Departmental Council JCM should function properly and the meeting should be held as per their schedule. We have also submitted our memorandum to Allowances Committee, but nothing has been heard so far from them.

The Minimum Wage and Fitment Formula is also in limbo. The Committee of New Pension System has also not yet formulated any Terms and Reference. The Pension Committee has diluted the report of 7th CPC in case of option I, due to that, lakhs of pensioners are agitated.

Facing all these and many more Challenges, All India Railwaymen’s Federation its 92nd Annual Convention held at Allahabad passed a resolution for holding ALL INDIA PROTEST DAY on 14th December, 2016. The agitated cadre of AIRF was in mood to fix the day for strike could be hardly counselled by leadership for giving some more time to Government of India.

Let’s see, how Government takes it. We have a belief that, railwaymen will not go to somber sheep and will remain in fighting mode always.
