Sub: “100 days Action Plan” circulated vide Chairman Railway Board’s communication No.2019/E&R/10(10)/12 dated 18.06.2019

All of you are aware that, Ministry of Railways has circulated aforementioned “100 days Action Plan”, which, virtually appears to be a roadmap towards ultimate privatization of various core activities of the Indian Railways in Production Units in general and Modern Coach Factory Rae Bareli in particular are the first target in this direction.

Formation of “Indian Railway Rolling Stock Company” is nothing but a clear step to hand over the well-established Railway Production Units to private owners through intermediate phase of corporatization thereof. Apart from this, Railway Board have also issued arbitrary orders to close down all the Railway Printing Presses despite assurance given to AIRF, in the PNM Forum at Railway Board’s level, that 05 numbers of Railway Printing Presses shall be allowed to continue and modernized as well. As such, decision of closure is a clear breach of negotiated settlement. Further, handing over of some trains to the IRCTC for Passenger Management and Onboard Services in toto is also step to allow private companies in train operation, which is likely to result in fast deterioration of financial health of the Indian Railways.

Although, the undersigned is discussing this issue at various levels in Railway Board, opposing the proposal ibid, however, there is urgent need to lodge forceful protest in the fields all over the country, for which it is felt necessary that, agitation programmes be organized at the Branch level in protest of the above moves of the Railway Board, commencing from 1st July, 2019 and up to 6th July, 2019. 1st July, 2019 should be observed as “Black Day” by wearing black badges in all the Railway Establishments.

Protests should also be communicated to Hon’ble MR through email or fax with a copy to AIRF, and a comprehensive report of holding these programmes also needs to be sent to this office for better appreciation.
