Sub: Brief of the meeting held today with the Secy.(Pension), Govt. of India
A meeting was held today, under the Chairmanship of Secretary(Pension), Government of India, on the issue of Coverage Under Old Pension Scheme where appointment on compassionate ground was delayed and appointed after 01.01.2004.
As all of you are aware that this issue had been discussed by us many a times in various Negotiating Fora, viz. AIRF-Railway Board PNM and DC/JCM Meetings and also in the meetings of the National Council (JCM) as well as Standing Committee Meeting of the NC/JCM.
In the last PNM Meeting of AIRF, held on 2-3 May, 2024, under the Chairmanship of D.G.(H.R.), Railway Board, the issue was discussed with all seriousness, and it was agreed that, a letter would be sent by the Railway Board to the Secretary(Pension), Govt. of India again to review DoP&PW’s O.M. No.57/05/2021-P&PW(B) dated 03.03.2023.
As a result of our vigorous persuasons, Railway Board, vide their O.M. No.D-43/6/2024-F(E)III dated 11.02.2025, addressed to the Director(P.P.), Ministry of Personnel, Public Grievances & Pensions(Deptt. of Pension & Pensioners’ Welfare), Govt. of India, requested them to review the same.
Apart from the Secretary(Pension), Member(Finance), Railway Board, also attended the said meeting.
In the meeting it was agreed that, those who have applied for their appointment before 31.12.2003, their date of application should be treated as the Date of Notification, and the staff, so appointed, should be covered under the Old Pension Scheme even after given appointment after 31.12.2003.
The case will be processed to the Deptt. of Legal Affairs(DoL) and MoF(DoE), as usual, and the outcome will be communicated to all of you.
