Sub: Cancellation of Departmental Selections due to Irregularities and Proposal for Reforms

Dear Sir,
Railway Board, vide its letter dated 05.03.2025, has directed all Zonal Railways and Production Units that, in view of several irregularities observed in departmental selections in the recent past, it has been decided to reassess the existing selection framework. Consequently, all pending selections, including LDCEs and GDCEs (within Group ‘C’), which have not been finalized and approved by 04.03.2025, shall be treated as cancelled. Furthermore, no new selection process shall be initiated until further orders, and fresh guidelines for conducting selections will be issued in due course.
While the All India Railwaymen’s Federation (AIRF) appreciates the Railway Board’s initiative to address the irregularities in selections, it is imperative that necessary reforms be implemented at the earliest. This is essential to ensure that neither the employees suffer due to stagnation in career progression nor the administration faces operational challenges arising from an acute shortage of staff. Prolonged delays in filling vacancies could adversely impact railway services, efficiency, and overall morale of the workforce.
In this regard, AIRF strongly recommends that representatives of our Federation be included as members of the committee responsible for reviewing and reforming the selection policy. The views and concerns of the staff side must be duly considered to establish a fair, transparent, and efficient selection process. A collaborative approach will not only enhance the credibility of the selection mechanism but will also reinforce the confidence of railway employees in the system.
We urge your prompt intervention in this matter and request that necessary reforms be expedited to ensure fair & transparent selection. Your positive consideration and swift action on this critical issue will greatly contribute to maintaining industrial harmony, boosting employee morale, and ensuring the smooth functioning of railway operations.
