Sub: Brief of the meeting of the Core Committee of the Cadre Restructuring Committee-2023 held on 10.07.2025
A meeting of the Core Committee of the Cadre Restructuring Committee-2023 was held today, under the Convenership of the E.D.P.C., Railway Board, in Rail Bhawan at 10:00 a.m., wherein the undersigned along with Com. J.R. Bhosale, Working President/AIRF and Com. S.K. Tyagi, AGS/AIRF, represented AIRF. In the said meeting, the basic issues, to formulate final upgradation of different categories of staff, were discussed in detail.
In the meeting AIRF demanded that the following issues need to be considered in the restructuring of different categories of staff:-
The present Cadre Restructuring should be impiemented w.e.f. 01.11.2023.
- In the category of Track Maintainers, two intermediate grades, i.e. Level-4(GP Rs.2400) should be merged with Level-5(GP Rs.2800) posts, and further Level-6 posts should also be provided in this category on percentage basis, so as to facilitate further advancement prospects. It was also demanded by the Federation(AIRF) to improve upon the percentage in Level-4 as well.
- In the case of Technician, AIRF demanded to merge Level-4 posts with Level-5 and to further provide Level-? to Sr. Technician on percentage basis, so as to eliminate discontentment as well as stagnation of this vulnerable category of staff.
- AIRF also demanded to provide Level-6 to the staff working in the category of Trains Clerk in the interest of parity with at least Official Ministerial Cadre and other Technical Categories.
- AIRF also demanded to eliminate Level-5 in case of Pharmacists Cadre; and their Initial Grade should be in Level-6 only.
- In case of Loco Running Staff; AIRF demanded to provide Level-? and 8 grade to Loco Pilots of Mail, Express and Superfast Trains.
- For the category of Train Manager; AIRF demanded to treat Level-6 posts as Recruitment Grade and to further improve their Grade Pay to Level-? etc. on percentage basis.
- For the employees of Staff Canteen; AIRF demanded to merge Level-2 posts in Level-3 and also to provide Level-? posts also in the said cadre.
- In case of employees working in Level-1; AIRF demanded to upgrade at least 30% posts to Level-2.
- For the category of TC/CC; AIRF demanded to formulate Separate Cadre Restructuring for ECRC, Commercial Clerk and Ticket Checking Staff; the posts which are existing prior to the year 2018; whereafter recruitment in the Unified Categories of TC/CC has been introduced.
- For Supervisory Cadre; AIRF demanded that the cadre should be distributed in four-grade structure, i.e. Level-9, 8, 7 and 6 on percentage basis.
- For different Medical Categories; AIRF demanded that; improvement in all the categories of Medical Department should also be considered as already suggested by AIRF.
- AIRF also represented the case of Stenographers very vociferously and demanded parity for them with their counterparts working in Railway Board(Railway Ministry).
- The demand for giving Level-6 grade to Pointsmen Cadre was also raised by AIRF. AIRF as well emphasized on early implementing already agreed to four-grade structure of Pointsmen Cadre.
- It was also demanded by AIRF that the Restructuring of Leftover Categories should be taken on priority.
The Official Side assured that; after examining all these facts, provided by the Staff Side, Draft will be prepared and send to them for necessary vetting.
