Sub: Record note of discussion of meeting of Core Committee on CRC-2023 on 17.11.2025.
Ref: Railway Board’s letter no. PC-VI/CRC/2023 dated 01.12.2025
With reference to above mentioned Railway Board’s letter dated 01.12.2025, it is stated that a meeting of the Core Committee on CRC-2023 was held on 17th November, 2025 at the Railway Board, during which issues relating to cadre restructuring and the proposed review of cadre structure were discussed. The Committee decided that Staff Side would submit comprehensive proposals suggesting the categories where cadre structure could be further rationalized and where anomalies exist.
Accordingly, the Staff Side in the subsequent meeting prepared and submitted the annexure containing the views of AIRF on cadre restructuring.
The record note of discussions, inclusive of issues and suggestions, was circulated to the Staff Side vide letter dated 01.12.2025.
It has been observed that the proposed review and rationalization of cadre structures in various categories, strictly in accordance with the norms and extant instructions, would result in better promotional avenues for railway employees and removal of stagnation.
AIRF is of the considered opinion that cadre restructuring of various categories is essential to address long-pending anomalies and to ensure fairness and uniformity.
AIRF requests Railway Board to convene a meeting of the Core Committee at an early date to deliberate upon and finalize the restructuring proposals.
A tentative agenda for the proposed meeting could be communicated in advance for fruitful discussion.
