Madam,
The All India Railwaymen’s Federation (AIRF) would like to once again draw your kind and urgent attention to the important and long-pending issue raised by the Federation in its earlier communications dated 19.06.2026 and 22.07.2026, cited under reference (2) above, regarding the restructuring of the Pointsmen Cadre, which is one of the vital and front-line operational categories of the Indian Railways.
2. In this connection, it is submitted that the Railway Board, vide RBE No. 39/2026 dated 14.05.2026 under reference (1) above, has issued orders for restructuring of the Pointsmen Cadre with effect from 03.04.2026. The restructuring scheme, having been duly approved by the Ministry of Finance and the Hon’ble President of India, is a significant and welcome measure aimed at providing better promotional avenues, improved career progression and enhanced prospects of advancement to a large number of Pointsmen working across the Indian Railways.

It is pertinent to point out that Para 2 of the aforesaid RBE specifically provides that detailed guidelines/instructions for implementation of the restructuring scheme would be issued separately to the Zonal Railways. Thus, issuance of such detailed instructions is essential for giving effect to the restructuring orders and for enabling the Zonal Railways to undertake the exercise in a uniform, transparent and time-bound manner.

However, it is a matter of serious concern that, despite the lapse of considerable time since the issuance of the restructuring orders, the requisite detailed implementation guidelines/instructions have not yet been issued to the Zonal Railways. In the absence of these instructions, the Zonal Railways are unable to initiate and complete the restructuring exercise in accordance with the prescribed distribution percentages and other provisions of the approved scheme.

Consequently, the eligible Pointsmen are being deprived of the legitimate benefits of the restructuring scheme, despite the same having already been duly approved and notified by the competent authority and having been made effective from 03.04.2026. The continued delay in issuing the implementation guidelines is, therefore, causing considerable uncertainty, frustration and disappointment among the concerned staff, particularly those who have been legitimately looking forward to improved promotional opportunities and career advancement under the restructuring scheme.

The Federation feels that, since the restructuring has already received the approval of the competent authorities, there should be no further avoidable delay in operationalising the scheme at the Zonal Railway level. Early issuance of the detailed instructions would facilitate uniform implementation, remove ambiguity at the field level and ensure that the intended benefits reach the eligible employees at the earliest.
7. AIRF, therefore, once again earnestly urges upon you to kindly intervene personally and have the matter accorded the highest priority. It is requested that necessary directions may kindly be issued for expeditious finalisation and immediate circulation of the detailed implementation guidelines/instructions to all the Zonal Railways, so that the restructuring exercise may be commenced and completed within the shortest possible time and the benefits of the approved restructuring scheme are extended to all eligible Pointsmen without any further avoidable delay.
8. The Federation sincerely hopes that, considering the importance, urgency and long-pending nature of the matter, the Railway Board will appreciate the genuine concern of the affected staff and take immediate and time-bound action in the matter. Early implementation of the restructuring scheme would not only fulfil the objective of the policy decision and ensure that the concerned employees receive their legitimate promotional benefits, but would also go a long way in boosting staff morale, ensuring fairness and transparency, promoting industrial harmony and strengthening the confidence of the workforce in the administrative system.
The Federation, therefore, looks forward to an early, favourable and conclusive action in the matter. It is requested that the detailed implementation instructions may kindly be issued at the earliest, preferably on top priority, and the Federation may also kindly be apprised of the action taken in this regard.
