Sub: Operation of Production Units and Zonal Railway Workshops from 20.04.2020
Ref.: Railway Board’s letter No.2018/M[PU]/1/l-Misc. dated 17.04.2020
Railway Board have already issued instructions to the General Managers of all the Zonal Railways and Production Units to start production in the Production Units and Workshops in a limited manner w.e.f. 20.04 .2020.
In this connection, attention is invited towards the guidelines circulated by the Ministry of Health and Family Welfare and Ministry of Home Affairs, which inter-alia stipulate that the District which are demarcated under “Red Zone” are to be treated as “Hotspot” and lockdown to be continued in such areas till 03.05.2020 in view of COVID-19 threat.
It may further be noted that, all Commercial Transport Systems, viz. Passenger Trains, Metro Rail, Buses, Autorickshaw, Taxi Service etc., would not operate up to  03.05.2020, owing to which, the staff residing at distance places shall not be able to attend their duties in the Production Units and Workshops.
Keeping the above-mentioned facts in view the, it would be quite appropriate that, necessary clarification be issued to the General Managers of all the Zonal Railways and Production Units to strictly follow the guidelines issued by the Ministry of Health and Family Welfare and Ministry of Home Affairs while putting the Production Units and Workshops in operation.
An immediate action in the matter is requested.

Dear Sir,
It is understood that, Ministry of Railways is proposing a number of actions to be taken with a view to effect substantial reduction in the cost of rail operation.
Railway Employees are already under lot of stress and facing various problems, therefore, it would be quite appropriate that, any such proposal, in connection with “Cost Cutting”, be discussed with the Recognised Federation, i.e. AIRF, before taking any final decision in the matter in the larger interest of Industrial Relation.
An early action in the matter is solicited.
