MOST URGENT

The Secretary (E),

Railway Board,

New Delhi                    Kind Attn: Mrs. Ragini Yechury, ED(IR), Railway Board

Dear Madam,

Sub: Implementation of recommendations of D.P. Tripathi Committee in regard to working hours of Running Staff and other Safety Categories Staff

We are in receipt of minutes of the Full Board meetings held on 06.10.2015 and 08.12.2015 on the recommendations of High Power Committee, constituted to review duty hours of Running Staff and other Safety Categories Staff.

From the minutes, it is revealed that, many positive recommendations of the committee have not been accepted by the Railway Board, however, one of the recommendations in para 9.25, “Guards in rear cab be replaced by the Motorman in suburban section”, is accepted and it is proposed as a Pilot Project on Western Railway. This is not acceptable to All India Railwaymen’s Federation.

Full Board have not considered any of the favourable recommendations, for instance, para 9.12, which states, not to award punishment of “Removal from Service” in case of SPAD, and paras 9.12, 9.35 to 9.47 in respect of improvement in working and reduction in working hours of Safety Category Staff other than Running Staff have been overlooked.

In view of the above, AIRF demands a meeting with the Full Board to discuss the issue in detail before implementation of recommendations of above-mentioned committee.

Please treat the matter as most urgent and do the needful.
