Flat rate of Licence Fee for Residential Accommodation was revised by the Railway Board vide their letter under reference dated 26.12.2017 w.e.f. 01.07.2010, 01.07.2013 and 01.07.2016.
In the light of various representations received, Full Board have considered the issue of non-recovery of arrears on quarter rent from 01.07.2010 to 30.06.2016 and decided the followings:-
(i) Actual recoveries of Revised Flat Rates of Licence Fee(Standard Rent) be effected only from 01.07.2016, and it has also been brought out that, in effect this implies write-off of a significant amount between 01.07.2010 to 01.07.2016.
(ii) A general norm of 10% increase in Licence Fee, effective from 1st July every year(first such increase is due w.e.f. 01.07.2017 and thereafter as on 01.07.2018 retrospectively and so on over the existing Licence Fee as on 30th June of each year) be effected to ensure earlier recoveries of enhanced Licence Fee till further revision.
In principle, Licence Fee of Residential Accommodations revises after every 3 years and that too 20% of last revision made 3 years before. By adopting method vide Para(ii) above, there will be an increase in rent by 33-1/3% in 3 years. The staff those occupied accommodation after 01.07.2016 will have to suffer, because they have to pay enhanced rent w.e.f. 01.07.2016 and will have to face further 10% increase every year, which is highly unjustifiable.
Board are requested to review their decision of 10% increase in the Licence Fee every year w.e.f. 01.07.2017.
