Sub: Request for Further Clarification on the Modified Assured Career Progression Scheme (MACPS) for Railway Employees – Station Master Cadre

Dear Sir,

The All India Railwaymen’s Federation (AIRF) wishes to draw your kind attention to our previous correspondence dated 20.02.2024 in connection with an important issue regarding the implementation of the Modified Assured Career Progression Scheme (MACPS) for Railway Employees, particularly concerning the Station Master cadre for seeking a clear and precise clarification to prevent misinterpretation of the existing orders issued under Railway Board’s letter No. PC-VI/2016/MACP/1 dated 30.04.2021 (RBE No. 33/2021).

It has come to our notice that Station Masters who have completed 30 years of service and were eligible for their third MACP before the issuance of Railway Board’s letter no. PC-VI/2016/MACP/1 dated 22.04.2021 (RBE No. 31/2021) are now being denied their rightful benefits. This denial stems from an incorrect interpretation that the benefits granted under Railway Board’s letter No. PC-VI/2016/C/1 dated 08.04.2016 (RBE No. 33/2016) are being counted as part of their MACP entitlement. As a result, many Station Masters, despite fulfilling all necessary conditions, are being unjustly deprived of their financial progression, leading to widespread dissatisfaction and grievances among the cadre.

Furthermore, it has been observed that Section Controllers, who were promoted from the Station Master cadre and availed incremental benefits post-promotion, have not faced similar restrictions under the MACPS. This disparity has created a sense of injustice and inequality, as Station Masters are being unfairly denied benefits that their counterparts in other roles continue to receive.

In light of the above, AIRF once again strongly urges the Railway Board to issue a comprehensive clarification on the provisions of Railway Board’s letter No. PC-VI/2016/MACP/1 dated 22.04.2021 (RBE No. 31/2021). This will ensure uniformity in the application of MACP benefits and prevent any further misinterpretation that disadvantages the Station Master cadre. A timely clarification will not only rectify the existing anomalies but also help in maintaining employee morale and fostering a fair career progression system.

We trust that the Railway Board will accord due importance to this matter and issue the necessary clarification at the earliest. Your prompt attention and favorable consideration will be highly appreciated.
