Sub: Introduction of GDCE
As per Railway Board’s letter No.E(NG)I/2004/PM2/3 dated 05.08.2004(RBE No.173/2004), the employees working in the lower grade posts and at the best in the same grade, for which GDCE is being held, were allowed to appear in the GDCE. But under their letter No.E(NG)I-2004/PM2/3 dated 20.10.2005(RBE No.177/2005) Railway Board have decided to allow the employees working in the grade lower than the grade for which GDCE is held.

Now, from 2012 and onwards, 22% of Trackman are working in Level-2(GP Rs.1900), 12% are in Level 4(GP Rs.2400) and 6% are in Level 4(GP Rs.2800). Similarly, in the case of Sr. Pointsman and Sr. Helper of other departments. Therefore, instruction given in RBE No.173/2004, under which the employees working in the same grade were allowed to appear in the GDCE, would solve the purpose to the great extent.

In view of the foregoing, the Board are requested to withdraw their instructions issued vide RBE No.177/2005 dated 20.10.2005, so that, large numbers of employees can get benefit of the GDCE.
